Kilifi County is one of the counties on Kenya’s coastline, established as a result of the devolved governance structure introduced by the 2010 Constitution. The County of Kilifi, designated as County 003, comprises six sub-counties and 35 wards, serving a population of approximately 1.45 million residents.
Kilifi County’s governance follows a four-tier hierarchy: County Government → Sub-County Administrators → Ward Administrators → Chief’s Offices. The Sub-County Administrator coordinates service delivery (health, agriculture, infrastructure) and oversees ward units. Ward Administrators act as grassroots liaisons, resolving local disputes and channeling citizen concerns upward. Chiefs and Assistant Chiefs manage locations and sub-locations, handling land records, birth and death registration, and security.
