Kwale County operates under Kenya’s devolved governance structure established by the 2010 Constitution, comprising three administrative sub-counties divided into 20 wards for localized service delivery. This administrative framework enables effective resource allocation and brings government services closer to the estimated 866,820 residents.
Kwale County’s administrative hierarchy flows from the county government to sub-counties, wards, locations, and sub-locations. Kwale County has four sub counties which serve as primary implementation zones for county policies, each headed by a Sub-County Administrator appointed through the County Public Service Board and 20 wards which coordinate service delivery at the community level, including health services, agricultural extension, and infrastructure maintenance.
